Bill gives regional economic development groups access to fisheries data

Senate Bill 304, introduced March 12 by the Senate Community and Regional Affairs Committee, would give Alaska regional development organizations, or ARDORs, access to statistical data held by the Commercial Fisheries Entry Commission, including the level of participation in a fishery and permit holders’ aggregate harvest and earnings.

The bill appears to be on a fast track. It was referred only to the Senate Community and Regional Affairs Committee and advanced from there to the Senate Rules Committee after a March 18 hearing.

The bill would help the ARDOR groups plan and executive seafood marketing programs. It does not change confidentiality protections for information on individual harvesters in current law but requires the CFEC to provide data requested by an ARDOR free of charge.

The CFEC can only release aggregated information. It must present data from at least four individuals to prevent computations that could identify confidential statistics on a single individual.
