ConocoPhillips’ ideas on pipeline fiscal terms not far from Palin’s
By Alaska Legislative Digest
ConocoPhillips laid out its idea for gas pipeline “fiscal terms” in a presentation to the Senate Finance Committee on Jan. 23. The terms are similar to what Gov. Sarah Palin proposed last year when she introduced her Alaska Gasline Inducement Act. Palin suggested a 10-year freeze on natural gas taxes set out in a contract between the state and producing companies who would sign contracts to move gas through a pipeline licensed under AGIA. The Legislature took the provision for a tax contract out of the AGIA bill, however.
In Juneau, ConocoPhillips vice president Brian Wenzel said a period of fixed tax rates should coincide with the number of years the producer agrees to transport gas through a pipeline, possibly 20 year or 25 years, he said.
