Renee Johnson has been promoted to loan specialist in the Palmer State Office of U.S. Department of Agriculture Rural Development. Johnson has served as a loan technician for the agency for more than one year. Johnson previously worked in the banking industry and has 13 years of banking experience. Johnson's responsibilities include administering and servicing loans and grants made within the Community and Business Programs Department of USDA Rural Development.

McMillan

Melissa McMillan has passed the National Council for Interior Design Qualification exam and is now a certified interior designer. McMillan has been with Interior Solutions Group Inc. since its inception in 2000. McMillan is responsible for programming, space planning, auto computer-aided drafting and design, finish selection and construction documents. McMillan received a bachelor's degree in interior design from South Dakota State University.

The Anchorage Home Builders Association has elected the following 2003 board of directors: president, Jim Jackson, Northwood Homes Inc.; vice president, Harley Sudsbury, Sudsbury & Sons; treasurer, Ray Hickel, Northern Home Builders; secretary, Evan Harding, Harding Homes of Alaska Inc.; and past president, Chuck Spinelli, Spinell Homes Inc. Mark Neumayr

Mark Neumayr has been appointed University of Alaska Fairbanks vice chancellor for administrative services. Neumayr will oversee UAF's budget, business operations, purchasing, personnel, risk management and environmental health and safety offices, fire and public safety departments, and facilities services. Neumayr has been with the university since 1982, serving as interim vice chancellor since March and previously as senior associate general counsel. As UAF's chief financial officer, Neumayr is responsible for developing the university's budget request and overseeing the state-owned physical plant.

The Northwest Fisheries Association has honored Alaska Republican Sen. Ted Stevens as its Person of the Year. The NWFA represents about 160 member companies, including primary and secondary seafood processors, seafood distributors and entities that support the seafood industry. Stevens was recognized for his considerable effort, determination and success towards preserving the viability and vitality of the seafood industry, according to Michael J. Turner, president of the association.

Marty Rutherford is joining Jade North LLC as a partner. Rutherford formerly served as deputy commissioner of the Alaska Department of Natural Resources and as deputy commissioner of the Alaska Department of Community and Regional Affairs. Rutherford will represent clients with natural resource extraction and transportation interests as well as assist clients with land management projects and issues with government, Native, and other private landowners. Patty Bielawski, partner in the firm, is assuming primary management of Jade North. Bielawski specializes in management of oil and gas projects and handles government relations and external affairs for clients. Bill Shoephoester, who has joined Jade North, provides electric utility and oil spill prevention and response planning, as well as project management services.

Koonce Pfeffer Bettis has promoted Cheryl Richardson to finance business team leader. Richardson has 20 years of experience in project accounting and finance. Richardson will be leading the project and corporate accounting functions at the architectural, landscape architectural and interior design firm. Koonce Pfeffer Bettis has promoted Jim Bohannon to operations business team leader. Bohannon, an associate at the firm and a member of the American Institute of Architects, will be leading the operations team as well as serving as a senior project manager.
